Steps to Reproduce:
Obtain a tool or weapon
Switch to Survival mode
Mine a block with the tool/weapon to drain its durability
Attempt to move the item around your inventory
Observed Results:
The item cannot be moved.
Expected Results:
The item should be able to be moved.

Somehow i couldn't figure it out what trigger this bug to occur but somehow it appears occasionally and not that frequently but somehow it is annoying.

I believe I have the same issue on the Windows 10 version as well. My shovel cannot be moved in the inventory until I toss it out using q or I use the dig path button. After it's fixed, digging dirt up seems to cause it to happen again. I have a video for reference if needed.

Yea this drives me crazy, It looks like I don't know how to menu for my streams and it kills my speed runs. It will not swap with each other, other items lock so bad you have to throw the item on the ground with the instant discard button outside of the menu to fill it with something not on the hot bar, they cannot be switched left or right on the hot bar, completely locked.
It happens at least once every speedrun

Additional notes: This does not seem to affect tools/weapons enchanted with Unbreaking. You can also make the item un-stuck by: dropping it, enchanting it with Unbreaking, dying, or reloading the world.
Yes this thing is really annoying but for me it only affects hoes and shears maybe its because that the only items i use really much are hoes and shears and it doesn't effect the other items is because i have a xp farm that repears the other items
