Whenever I try to make a nether-themed build in creative in the overworld that involves Piglins, the only way I can find to fix this is turning the random tick speed down to zero. This however causes the piglins to begin teleporting (either that or they're despawing). The same thing happened with baby piglins, and also when the random tick speed was returned to normal. (Edit: They dissapear, and then respawn in the room a while later).
How to reproduce:
1. Create a Flat World in Creative
2. Build a large (12x14?) square enclosure.
3.Turn the Random Tick Speed to Zero
4. Spawn a Piglin and wait a about a minute.

Random tick speed has no effect on mobs at all, it only affects block updates.
How far away are you viewing the piglins from? It could be that they are moving in and out of the entity render distance limit.
How are you spawning the piglins? It could very well be that they are despawning naturally if you have not interacted with them.
If you can still reproduce this is in a current release or beta version, please attach a video.
Looking at the description again it sounds similar to MCPE-71243, but that was fixed in 1.16.200.
Here is another guess at what might be happening: piglins convert to zombified piglins in the overworld within about 30 seconds, but if you have the difficulty set to peaceful the zombified piglins will immediately despawn. Was/is the world difficulty set to peaceful?
