Mending doesn't always consume experience

Steps to Reproduce:

  1. Obtain a damaged item

  2. Enchant the item with Mending

  3. Summon some experience orbs far from the player

  4. Switch to Survival mode

  5. Move towards the experience orbs while holding the Mending item

Observed Results:
The experience sometimes goes to the experience bar and sometimes to the item.

Expected Results:
The experience should only go to the item until it is fully repaired.

Well I am using either my skeleton or my enderman farm for levels the levels are going mainly into my level bar and not my tools or armor first

There is a decent chance that if you have other items in your inventory and they fully repair, they  put the rest into the xp-bar.

This way looking like a glitch.

It seems that the game doesn't recognize mending anymore as using xp anymore lol
I was trading with villagers on my realm and using the xp they give to repair my pickaxe. I noticed that my xp bar was going up, so I took off my armor and elytra (because I thought maybe they were putting xp into the xp bar like they used to)
I traded again and xp still continued to go into the xp bar as well as repairing my pickaxe
I then realized that my pickaxe was repairing just as fast as usual, so my only theory is that I was somehow getting double the normal amount of xp... half going to my pickaxe (repairing it at the normal speed) and half going to my xp bar
I then had my friend log on and trade with the villagers as well and he had the exact same thing happen
It also happened with the xp that bottles o' enchanting give

This is also happening to me. I have checked to see if it was due to the fact that I was wearing other items which have mending on them. But they did not influence the result. See video for evidence and explanation

As noted above, it seems that the same XP orb is contributing to both the tool being repaired and the xp bar.

Yes, exp is not consummed, and only repair your hand item and armour, but, not affect te exp bar gain.

Affects 1.16.221 Hotfix

I have been using the same xp farm for over a year on my single player world and it is taking about twice as long to repair items with this issue. I have tested this with no armor on and a completely empty inventory except for the 1 item I am trying to repair. In all my testing with it taking longer to repair items that it did before it would seem that it is splitting the xp with some orbs going to the item with mending and some going to the xp bar, about a 50/50 split 

can confirm for 1.18.0.24
Exp is basically evenly split between exp bar and the item you're holding/wearing. It should fully mend everything you are holding/wearing, then go to the bar. This bug makes item repairing take about twice as long.
