Summary
When you place an amethyst cluster or large/medium/small amethyst buds, it will place it upside down when using /setblock by default. This isn't in parity with Java Edition.
Step to Reproduce
1. Do /setblock ~ ~ ~ amethyst_cluster
---> ❌ It is placed upside down.

Affects 1.17.40.20

This is consistent with the default orientation for levers and item frames when placed with commands, so it may be working as intended.
It would be bug if it were not possible to change the orientation at all with block states or nbt tags.
Data values are ignored, making it impossible to /setblock an amethyst in any other position, so this is a bug and still happens, I've just checked it on 1.18.0 (Windows 10) release 👍
