I would expect pillager patrols to spawn on superflat worlds. They don't, as far as I can see.
To reproduce: Create a superflat world. Wait for 2 hours.
Expected results: At least one pillager patrol will have spawned in this time.
Observed: No patrols seen.

The lone vindicator is due to MCPE-75470. You had a patrol spawn. If you're on simulation distance 4 they could be spawning close to or outside of despawn range (MCPE-87453).
My mistake, possibly. I just saw a vindicator. No patrol leader, though. But it seems illagers are able to spawn (though very rarely).
