I think you are confused on the bug. You are not supposed to be able to open things while sneaking but yet you can with an empty hand, that is the bug.

This works as intended. If you have an empty hand, sneaking shouldn't make any difference. What purpose would that serve?

If you are holding a block, then sneaking allows you to place that block/item on an interactive block. If you have an empty hand, then you can interact as normal.
I know there are differences between the two, but for reference, this is how the latest Java/PC version works also.
