TNT does not explode, instead, when shot with a flame arrow it disappears and when lit by a flint and steel it catches on fire instead. It just burns endlessly like a normal non-consumable block (like netherrack) but the fire doesn't appear to spread to other flammable blocks. However, when I destroyed the tnt, it disappeared in a puff of fire as if it landed on fire and left invisible fire in the spot it occupied; I cannot see the fire but if I stand on that block I take damage (but don't catch on fire) and items burn up if dropped there, but the fire doesn't spread.

The TNT explodes setting is not in the game settings menu. The only options in the game settings menu are: to change the name of the realm or the world, add a description, change difficulty level, activate cheats, or manage feed. There is no TNT explodes option (which is why I assumed it must be only available with cheats activated; there are not other options there). I assume even if TNT explodes were set to off (if that setting were anywhere to be found), it still should not disappear when shot with a flame arrow, right? That's definitely a bug. But maybe the lack of a toggle for TNT is also a bug. I don't know. I set this world up using the default settings, I did not change anything, so it should not have TNT disabled anyway.

Most world settings can only be viewed and changed on a local copy of the world before uploading or replacing on a Realm. If you download a copy of the realm, what is the "TNT Explodes" set to?
If this is turned off, the TNT will still burn up in fire, it just won't explode.

The fact that TNT disappears when shot with a flame arrow indicates that "TNT Explodes" is turned off in the world (MCPE-82485). Resolving as "Cannot Reproduce" since the reported problem is due to a world setting, not a bug.
Is the "TNT Explodes" setting turned off? This is not a "cheat".
You might also attach a screenshot of your world settings showing this setting.
