Steps to Reproduce:

  1. Create a new world with the seed 1235243567

  2. Teleport to 35 63 38

Observed Results:
Seagrass is replacing ice blocks in a frozen river.  

Expected Results:
Seagrass to be generated at least 2 blocks below mean water level of rivers.

This can be considered a parity feature, because in Java it don't occurs

Does this only occur with the Caves & Cliffs Experimental toggle on?

No. Caves & Cliffs Experimental toggle has no effect on this bug.

This bug appeared for a long time in the bedrock version, but now it has become more noticeable due to MCPE-139745.
