I've been using redstone torches to make my item elevator. But I just noticed that it stopped working since the redstone torch doesn't give off the proper signal. The Picture shows that the torch only sends signal to the block in front of it and not anywhere elese that it should be.

"Works As Intended". In your setup the only lamp adjacent to the torch is the middle one (lit in your screenshot), and since you're only activating the lamp without powering it, no lamps adjacent to it should be lit. See http://minecraft.gamepedia.com/Redstone_Torch#Redstone_component

That's because droppers, dispensers, and pistons have a property called quasi-connectivity. However, item elevators that relies on it have never been working in MCPE due to MCPE-12776.
But... you said you've been used it but it stopped working. Are you sure such elevators were working in MCPE? In which version?
Yes. 0.14.0. I haven't really used it on 0.14.1 since I stopped playing mcpe for a while by that time. I even watched some tutorials in YouTube Doing the same procedures

Can you please provide a screenshot of your previously working elevator? That can be an entirely different bug possibly unknown to us.
