Yes. 0.14.0. I haven't really used it on 0.14.1 since I stopped playing mcpe for a while by that time. I even watched some tutorials in YouTube Doing the same procedures

I'm not sure whether it's a bug or it was intended to do so. If i'm not mistaken, it has been in the game since 0.13.0 (first release of redstone in mcpe) and it has been used for redstone alternatives them.

It may be because your connection is pretty bad causing the response of the game to be delayed. This happens to me everytime I go to home then return to the game, and mostly whenever I just join the world, it may take a while (like a minute or so) before you hear the sounds
