Hostile mobs that usually have a melee hit range of <1 block, are able to hit you from up to 4 blocks away when they are riding in a boat.
To reproduce, approach a hostile mob* that is riding a boat. Notice that it can attack you from up to 4 blocks away.

Their range is also increased slightly when they are riding a minecart also.

On Samsung Galaxy S6 (SM-G920W8), Android 6.0.1 MCPE 0.15.90.2 the attack distance is in the range of 2 blocks. You can be at a distance where they cannot attack you, but you can attack them. Let me know if this is different for win10 edition.
