Tested in single player creative/survival on Samsung Galaxy S6 (SM-G920W8), Android 6.0.1.
Put any hostile mob in a boat. Move around the boat 360 degrees while in survival mode and move close enough that the mob can attack you. You'll see that the mob cannot follow your movement, but can attack at any angle. I expected the mob could only attack in the range of angles that it could move. I.e. when directly behind the boat, you wouldn't get attacked.
For reference, a player in a boat can only move the view and attack in a restricted angle, (I'm guessing at numbers here) maybe +/- 60 degrees (horizontally) from the front of the boat.
This affects both ranged and melee attacks by mobs or players.
This might be a feature request not a bug report 😞

Definately still happens in 1.14.1.

Actually, there's a more complicated issue that causes this bug. Apparently, mobs can attack and shoot projectiles within some sort of field of vision, despite whether the crosshair can reach that angle or not.

Affects 1.16.100. Player range was tested as being ~180 degrees horizontally.
