If you load a pillager outpost in peaceful mode then into easy normal or hard mode pillagers will never spawn there ever again
How to recreate
Go into a world find outpost go to peacefully mode change back into normal easy or hard and pillagers will never spawn there again

Can't confirm. You might have some vindicators or evokers in the area that are preventing your outpost from getting spawns? Perhaps the vindicator is from a raid or old patrol.
