Snow golems do not spread snow layers under them, when they are at y level 5 or below.
*How to reproduce*
1. Go to any height at Y5 or below & summon a snow golem
❌The golem will not spread snow layers
*Expected result*
The snow golem should spread snow at any height in the world.

Any. I've tried it in multiple spots across multiple worlds. its fine at like y6, then below it doesn't work.
