Oak saplings grown without a flower nearby can generate bee nests in the tree

Summary:
When an oak sapling grows without a flower nearby, a bee nest sometimes generates in the tree. This doesn't affect birch saplings.

Steps to Reproduce:

  1. Place an oak sapling

  2. Bone meal the sapling

  3. Check the tree for a bee nest

  4. Repeat these steps multiple times

Observed Results:
A bee nest sometimes generates in the tree.

Expected Results:
A bee nest should only have a chance of generating in the tree if there is a flower near the sapling.

I just had this happen as well in version 1.19.10. I planted 25 oak saplings and 3 grew bees nests. The closest flowers were about 15 blocks away. (taxi cab distance)

This happened to me in a survival flat world with no flowers anywhere whatsoever. While building an oak forest around my home base, I was surprised to see bees at some point. Two bee nests had spawned, but with no flowers anywhere in the entire world.

This behavior still occurs in the latest Preview version, 26.0.26.
