Drowned still spawn above light level 0.

Drowned are spawning in broad daylight and next to sea lanterns, definitely above light level 7. This was reported as resolved in Hotfix 1.18.30 with Bug Report MCPE-150148

How to reproduce:
1) open any survival world in 1.18.31
2) go to any biome in which Drowned spawn
3) place Sea Lanterns (or any light source) underwater and on river banks
4) drowned will still spawn whether day or night

Unique background information about this world: I host a multi-platform SMP which is around 2-years-old and with around 8 intermittent players. It is 441MB raw and 415MB compressed. We world edited once using the 3rd-party "Amulet Editor" to bring the Caves and Cliffs update features closer to our existing builds at the time Part 2 was released. A player recently began to struggle with building a Guardian Farm and noticed multiple potential bugs which they asked me to report: Guardians rarely/never spawning in bubble columns and Drowned seeming to spawn in broad daylight and near sea lanterns just south of her farm.

The attached test world

has a 4 blocks deep pool of water in an Ocean biome. You can see Drowned spawning in the pool. This is unexpected because the sunlight level of the air above the pool is 15, and a single layer of water reduces the light level by 2, so the bottom layer of the pool should have light level 7. Drowned should only spawn at light level 0 but they spawn regardless.

Still affects 1.19.0 / iOS.

The light level 0 requirement for monsters only applies to block light. Drowned should still spawn in sky light levels 7 and below, just like other overworld monsters. The test described by Pho above is therefore invalid.

If you cover the floor of Pho’s test basin with glow lichen as per MCPE-150148, making the block light level 7, then drowned do not spawn. I am resolving this report as Cannot Reproduce.

In the screenshot attached, it looks like the sea lanterns are not close enough together to fully block spawns, since water reduces light by 2/block.
