Axolotls don't spin in a circle around the player when leashed

Summary:
Axolotls don't quickly spin in a circle around the player when they are leashed. In Java Edition, they do, which is intentional per MC-208626.

Steps to Reproduce:

1. Spawn an axolotl

2. Take a lead and right click on the axolotl

Observed Results:
The axolotl doesn't spin in a circle around the player.

Expected Results:
The axolotl should spin in a circle around the player.
