When you earn xp it doesn't show up in the xp bar at the bottom of the screen meaning I cannot enchant anything or use anvils.

Did your enchanted fishing rod had mending enchantment? If so, the XP is being give to the item, nor to the XP bar.
The fishing rod do a not show the mending enchantment, but maybe other equipment was enchanted with mending. Does that explain what’s happening?
