[MCPE-16460] Mobs are not born in dark buildings below 128 height blocks.

Zombies, skeletons, spiders, witches, creepers and endermans are not born in dark buildings below 128 height of blocks, made by the player.

I have found this same problem as i built a mob farm over an ocean to build height with no spawns at all, this needs to be resolved immediately.
