when you enter this command: /give @s purpur_block 1 3 you get a bugged purpur block with the name "tile.purpur_block.smooth.name"

I think this is not a bug, because mojang added this.

it's likely just that they left that as a placeholder in case they decided to add a texture and recipe for that block like they did for smooth quartz.
