These appear to be the stars from glyph_E1 (E106 and E107)

Check that the resolution of the skin image is either 64x64 or 128x128
32x64 will not work

it's likely just that they left that as a placeholder in case they decided to add a texture and recipe for that block like they did for smooth quartz.

I believe this is due to the new ui system, which I'm decently sure is set to replace the old one

This is very noticeable when opening chat, often even crashing the game. It seems to crash more frequently if you also try to type right as you open chat.

I don't think custom biomes generate, so can't be located.

This is not a bug, tall birch trees also cannot be grown from a sapling. I think this is to try to make players have to go to those biomes to find the other tree variants.

that's not a bug. in creative when you hold space you gain altitude with elytra. this allows you to not need fireworks in creative

once texture begin becoming pink, you can leave and rejoin the server repeatedly to slowly have it happen to more and more textures

It was likely removed because it became unnessacary and is now just a security vulnerability
