Horses no longer fit in boats. How are we supposed to travel across the seas with our trusty steeds to explore new lands if we can take our good friends like we used to? Now it has been broken since the hotfix.

Mobs can now enter a Boat only if they are smaller than the Boat itself
This is noted in the changelog, and is not limited to horses. It's an intentional change.

I would raise five observations, to affirm thay that the fix is not correctly implemented for this issue as raised on this ticket.
the horse has previously always fit in the boat both visually and functionally.
I don't recall observing any z-fighting issues when using this behaviour previously. (contrast the panda that visually is too big)
Although the horse is not the smallest mob to fit, it was always possible to get the horse out of the boat. certainly not as difficult as a ghast or panda on ths scale of mobs. This is the case without the java parity feature of showing hitboxes.
it only stopped fitting when a java parity element was introduced to increase the hitbox size of horses to match java. That had a side effect of removing horses in boats on bedrock
mobs still fit in minecarts when there is clearly
I would wager that a poll of the bedrock AND Java playerbase would have rhe majority say that having horses fit in boats is a core mechanic, compared to an incremental size of the hitbox.
we're having a notably useful feature sacrificed for simple consistency, which in the context of other inconsistencies still present, makes QOL worse.
a better solution that maintains overall expectations and QOL would be to:
reduce the difficulty of breaking oats on bedrock to match java parity to reduce the effort to break boats on bedrock
update java with a bedrock parity feature to set hitbox size to allow an adult horse to fit.
there's other alternatives possible as well:
set a variable growth limit on horses, so that sometimes a smaller horse is ridable but will fit
alter the boat mechanics to not be purely based on hitbox size but on ganeplay value. (tag:fits_in_boat)

if you say, “Mobs can now enter a Boat only if they are smaller than the Boat itself", Pigs, cows, and goats are not much smaller than donkeys intuitively in the game. And in the original long-term use of this version, there have not been any so-called visual glitches. (And why not make the boat bigger, or let the bamboo raft have this function?)
if you say, “you can't break it instead you have to kill the mobs first then you can break the boat.", You can use Magma Block, or just drive them out.
if you say, “It's an intentional change. " So, what's the point of this change? Cutting a substantive feature to waste more time and energy on players just to force players of one version to cater to the stereotypes of another version?
In fact, in this version, boats are the best (without any exaggeration) way of housing horses (and other livestock), fixed positions to avoid fleeing, easy to count and identify specific objects, and can even be used to make posting stations.(Not having it means that players spend more time finding the specific horse they need, and there are likely to be cases where horses are lost without realizing it.)
And horses are a means of transportation, so there should be a "fixed" station dedicated to docking (minecarts and boats don't actively move so they don't need additional controls). It has long been the boat that has performed this function, and there has been no suitable replacement. So, this change has no practical significance for players except losing a practical function, and it is for this reason that at least five people think that this is a new bug rather than a fix for the bug.
