Monsters do not spawn in mangrove swamps (except slimes and bogged)

The mangrove swamp biome is missing the “monster” tag, just like rivers (MCPE-161245) and snowy plains and snowy mountains (MCPE-17651).

To reproduce:

1. Create a world using the Mangrove Swamp seed from the seed picker.

2. /fill 16 100 16 31 100 31 stone

3. /fill 16 103 16 31 103 31 stone

4. Set time to night and observe the platforms from >24 blocks away.

Expected result:

Monsters spawn on the platforms.

Observed result:
Monsters do not spawn on the platforms.
