[MCPE-170318] Wither skeletons can attack players riding on a camel

Wither skeletons can attack players riding on a camel. This was fixed a while ago on Java, however, this bug is overlooked on Bedrock.

Steps to Reproduce

Observed Result
The wither skeleton can hit the players and get wither effect.

Expected Result
The wither skeleton cannot hit the players riding on a camel.

This is because wither skeletons are > 2 blocks tall. Doesn't this apply to endermen too?
