Texture packs keeps breaking

Hello me and my friends have been experiencing an issue regarding texture packs. At first I thought it was a me issue then after extensive help from Minecraft experts and support staff I'm convinced it's not. 

so our issue is that everytime we play we have to redownload texture packs and it will be fine until we get off the game, once we come back every single time the texture packs are broken and need to be deleted and redownloaded for it to work. I thought it was just the pack that I had so I purposefully bought a pack made by mojang and it does it with that one to, seen as I'm not the only one experiencing this issue and I've ran through every possible fix so I'm hoping you guys can help me figure something out thanks in advance

i hope I chose the right section idk there's like 8 different versions of Minecraft and I don't know what's what anymore 

I'm on Xbox series X

steps to reproduce are just download a texture pack I've only tried it with "PureBDCraft" "Natural - mojang" and some random pack from the store

then one you have your pack installed exit the game and get back on and you should notice that your UI if your pack has one won't activate and if you load up your world it won't activate the textures from the pack 

if you go look at the texture pack it will have black and purple squares and sometimes will be the incorrect file size
