It's the water breaking that makes the sound and particles. I noticed this while using a silent piston resource pack.

Also affects lava and fire. This is a new problem, but I can't say exactly which version it appeared in.

I know it is confirmed, but due to last date / version, I'm just stating it still exists in release 1.20.72 on Windows 10.
