The arrows in the bubble column cannot be picked up

The arrows can damage through in survival, because of creative could no longer picking instead

Steps to reproduce

1. Create 15 block tower setup with soul sand inside at 2 blocks below and add full fill water to create bubble columns

2. Create a honey wall between 2 X 15 blocks 

3. Set creative or survival mode

4. Draw and shoot bow to water straight

The reporter's screenshot does not seem to match the steps given in the comment, because the reporter is in survival mode but not taking damage from the arrows. However, I don't know how to reproduce this.

I believe the steps given in the comment are working as intended. The player cannot pick up the arrows in creative, and gets damaged in survival, because the arrows have not yet hit any entity or block with collision. They are in flight.
