When joining a world (a friend's world, server, or Realm), some animations—like FOV changes, item switching, or the rain animation (and possibly other things too)—break after some time, resulting in a weird bounce effect. However, you can repair the broken animations by clearing all caches. This seems to work just once.
There’s a strange but consistently effective workaround:
Join your own local world
Go to Settings > Video
Toggle “FOV Can Be Altered by Gameplay” off and then on again (or on, then off)
This method seems to fix the issue every time.
Reproduce:
Open Minecraft on PlayStation/Xbox.
Stay in the Main Menu for around 8 hours (you can leave it overnight).
After that, join a world (A Server, Friend or Realm).
After just a few seconds, you will see this bug. It will appear for a few seconds, then disappear, and so on.
This is a good way to simulate a game session, which triggers this bug.
Expected:
All animations (the FOV changing, rain, and item change animations) run smoothly without any noticeable issues.
Observed:
Some animations do not run smoothly and bounce around, which is disturbing and, due to the FOV change animation, not very enjoyable.
Notes:
Using the described way to reproduce the bug, you will also be able to trigger it in the preview version of the game. However, you may notice that the "bouncing" isn’t as extreme as in the main version of the game — at least that was the case for me.
The bug also occurs when staying in the main menu for some time.

In the future, do not select "multiple" for platforms and multiple affected versions unless you have actually tested it on multiple platforms and versions. Since your video appear to be from a release version I have removed the Preview version from the report.
Oh man, that this bug is still there. I reinstall my Minecraft regularly now, as the bug occurs less frequently after reinstalling. However, it then happens more and more often. This bug makes me dizzy....
I have experienced this multiple times. This appears to be a longstanding issue based on MCPE-45227, MCPE-54972, MCPE-74117, MCPE-79038, MCPE-90948, MCPE-98617, MCPE-132654, and MCPE-170211.
Although, this could be a duplicate of MCPE-16688 based on MCPE-108886, MCPE-125546, and MCPE-180682.
Day 12 of having to delete Minecraft, delete the game data, reinstall the game, and reconfigure all the settings in order to play Minecraft normally. 👍

After being AFK in the menu for a few hours, I came back and knew the bug would be there. So, I decided to record how I usually fix it.
In the first video, you can see how I join the world, notice the bug, and go through the steps to get rid of it. The second video shows a slow-motion version of the before and after the bug fix, because in the first video it's a bit hard to clearly see that the bug is there.

Yes, it does. This bug still occurs in the latest versions of the game.
I wasn’t sure if “latest update” referred to the preview version or the main version, so I tested both. In both versions (Preview and Main Game), the bug still occurs for me on my PlayStation 5.
How I figured it out:
I left my PlayStation 5 turned on overnight and stayed AFK in the main menu of the game for about 6 to 8 hours.
Then I joined a Realm.
The bug also occurs when I play long enough, but the method I used is a reliable way to reproduce the bug without doing anything.
To temporarily get rid of the bug, I join my own local world, go to the settings, and toggle "FOV can be altered by Gameplay" off and on again.
