Horses spam reject sound when giving invalid item

How to reproduce

1. Spawn a horse

2. Get a saddle
3. Try to use the saddle on the horse rapidly

Expected behavior
Horse kicks up and makes sound once, then again only after the sound is done (see Java Edition)

Observed behavior
Horse kicks up and spams sound overlapping multiple times
