Steps to reproduce:
Create a hardcore world with the "Visible for LAN players" toggle enabled
Go to the cheats section in the creation menu.
In-game, look for any options to enable cheats.
Observed results:
There's no way for a player to toggle cheats in a LAN hardcore world without using the workaround like the one described in MCPE-180404.
Expected results:
Like in Java, there should be a toggle when LAN is enabled for players to enable cheats.

A way has been found to access cheats.
Pause world
Settings
Game settings
Set Player Permission when joining to Operator.

Can confirm. Relates to MC-134 MCPE-180404.

Even when changing player permission to operator, you still cant change gamemodes

However, this issue has been closed as Invalid.
The option/feature described is a long-standing difference between versions, and doesn't meet the criteria to be tracked as a parity "bug".
