Regardless of whether or not the world has cheats enabled (for example, if I explicitly mark cheats as disabled when creating the world), cheats can be turned on by merely clicking Open to Lan > Enable Cheats. This effectively renders the cheats option in the world creation page useless, and breaks the entire command hierarchy system in single player.
Title speaks for itself, I don't think we should be able to switch to Creative or have Allow Cheats be an option with Hardcore worlds. As it is now I can open the world to LAN with cheats, switch game modes and fill my chests with diamonds!

The problem is that this is opinionated, it's not a clear bug on how the system works, it's a suggested change.
First someone posts a bug in "suggestion" format, it is closed because of that, then all further reports are closed as duplicates?
