Bubble Columns Do Not Push the Player Up

I cannot reproduce this. Looking from your video, the bubbles are not appearing at all. Could you please make sure that you're using water sources instead of flowing water (see MCPE-85448)?

Also, doesn't the water have to be touching the soul sand?

I used water source blocks changed from flowing water. Also, the bubbles BREIFLY appear in the recording. This is why you can not see the bubbles.

I cannot reproduce this. Perhaps the issue you are having is related to your specific build? The attached video is not clear enough for me to recreate the exact build, but the soul sand bubble columns I make work as expected.
