The MINECON 2016 skin pack is seemingly platform-restricted

Steps to reproduce:

  1. Create a new character that uses a skin from the MINECON 2016 skin pack on platform #1.

  2. Load the game on platform #2 and enter the Dressing Room.

  3. After observing what happens, go to Marketplace -> My Content and search for "MINECON 2016" on platform #2.

Observed result:
The skin fails to load on platform #2 with the error "Failed to load character <number>". The skin pack is not present in the My Content section of the Marketplace on platform #2.

Expected result:
The skin loads properly with no errors on all platforms. The skin pack is present in the My Content section of the Marketplace on all platforms.

Notes:
The skin pack appears to be platform-restricted, despite the fact that selecting a skin from it shows that it is "usable everywhere". At the moment this fact is unable to be confirmed due to MCPE-183307.

Might relate to MCPE-180918 for my interest, can reproduce on 1.20.1, for me, I claimed MINECON 2016 Skin Pack on iOS but did not do the same on Windows.

However for 1.21.1, I could not reproduce steps to reproduce on a device that has one (iOS for mine) because it was blocked by another bug MCPE-181194, for that, I had to workaround that by equipping that skin (MINECON 2016) from Marketplace (on the same device).

According to recent part of MCPE-180918, if the pack (content) was labelled with "Owned (P)", it would mean that the pack (content) was under platform-restricted license and would not work with platforms other than one platform it has (even Windows is affected). I have checked mine and the skin pack was labelled with "Owned (P)", instead of "Owned", "Owned" would mean the content was on a cross-platform license.

I can indeed confirm that my skin pack shows "Owned (P)" in the My Content section of the Marketplace.

I own this skin pack on iOS as well, and recently it has just disappeared from my Dressing Room altogether, with the Marketplace page for it giving the error code L-404. It seems like they are trying to casually sweep ownership of this pack under the rug. :/
