A few months ago, I reset my Windows 10 laptop as I was having issues with features unrelated to Minecraft. When I set it back up and installed Minecraft, I noticed that every now and again the game would stutter and lag for a second. I pulled up an FPS counter, and sure enough, when the stutter happened, my FPS dropped from 120 to 117 (sometimes it drops lower). I don't remember this happening before I reset my laptop, and even if it was happening before, and I somehow didn't notice, now I can't ignore it, and it is becoming a real nuisance, especially on servers. At first, I thought it was related to chunk loading, but then I realized it does it even while I am standing still and the render distance is as low as possible.
My specs: Intel Core i5-9300H, Nvidia GeForce GTX 1650 (Mobile), 16GB DDR4 (SODIMM) running at 2666MHz. I am also using an external monitor as my main display, running at 120Hz with an HDMI cable (up to 144Hz with HDMI, and 165Hz with DisplayPort).
Here's what I have tried: Reinstalling the game, reinstalling graphics driver, disabling vsync (both in Nvidia settings and options.txt) and other Nvidia graphics driver settings, using older graphics driver, using integrated graphics, disabling antivirus (Windows Defender), Windows 10 clean boot, reinstalling Windows 10 again, changing BIOS settings, swapping out the ram for two 4GB sticks instead of the two 8GB sticks. I also tried setting my monitor's refresh rate to 144Hz, and the FPS drops went from 144 to ~138 or 139. It seems like the higher the refresh rate, the more noticeable the drop becomes...
Also, something to note is that on the right side of the video, it says 100% GPU usage, but this is not accurate, the actual percentage in shown in the far left graph.

I have a few apps running in the background (Discord, Steam, etc.), but the issue is still present even during a Windows clean boot where nothing, aside from Windows services and processes, is running in the background. I also experience this issue immediately after reinstalling the game, and not changing any settings.
I've noticed some similarities between the issue I'm experiencing, and the issue described in MCPE-175116. I'm unsure if they are related or not, but what I have noticed is that when testing on mobile, the frequency of the lag spikes is very similar, and happen even without moving. Again, I'm not sure if they are related, but the issue I'm experiencing seems to be almost identical, except it's not as severe.
I have upgraded to a completely new system (which is a desktop) and I am still experiencing this problem.
