Wind charges that are on fire don't ignite TNT and TNT minecarts

You are unable to ignite TNT and TNT minecarts using wind charges on Minecraft: Bedrock Edition. This is a parity issue with Java.

Steps to Reproduce:

1. Build this setup exactly as shown. Make sure the dispenser output faces the TNT/TNT minecart.

2. Make sure the weather is clear. If it does rain, do /weather clear.

3. Fill the dispenser with wind charges.

4. Push the button.

Expected Results:

The TNT/TNT minecart is ignited.

Observed Results:

The TNT/TNT minecart is not ignited.
