Summary:
When converting an Old world to Infinite, the world is updated to the current version, and the empty void below Y=0 is replaced with new chunks. However, under a certain condition, some chunks fail to generate, causing potential issues for players.
The condition is loading the Old world in the current version before converting it to Infinite. This means that the bug can be avoided if players convert the world to Infinite before opening it. However, this workaround requires prior knowledge of the issue, which most players are unlikely to have.
Impact:
If players are not careful while mining or exploring a cave, they may fall into the void and lose all of their items.
If players plan on creating a project that spans below Y=0, these missing chunks may block them from doing so, as the ceilings of these chunks are made of bedrock blocks.
Repro Steps:
Open the world attached to the bug report.
Exit the world.
In the Game Settings menu, convert the world to Infinite.
Reopen the world.
Change the player's game mode to Creative and dig down or teleport to Y=-65.
Observe the issue.
Observed Results:
Multiple chunks below Y=0 are missing. The ceilings of these missing chunks are made of bedrock blocks, confirming the chunks failed to generate rather than being deleted. This means that this is not a duplicate of MCPE-150757.
Expected Results:
All chunks below Y=0 should successfully generate.

I didn't have an old world, but my world was created in 1.17 and I experienced this issue as well.
I build something in the sky years ago. Just recently I came back to continue building there and for fun decided to dig straight down to see what was below me. I was confused to find bedrock at 0 and then investigated further. Somewhere between updates 1.18 and 1.21, the bottom of my world didn't generate so there's a huge void hole there.
