[MCPE-186699] Setting the gamerule doLimitedCrafting to true does not stop players from crafting unknown recipes

Create new world
Set the gamerule to true
```
/gamerule doLimitedCrafting true
```

Collect some resources to unlock some recipes
Take the unlocked recipes or turn off recipe unlocking
```
/recipe take @a *
```

You can still craft items even though you don't have any recipes

Just tested this, New world, started with /gamerule dolimitedcrafting true then removed the wooden,stone,iron,and diamond tool recipes with /recipe take @a minecraft:Iron_hoe then had a player with iron and sticks go into the crafting table and using the search bar was able to type in Iron and then make any of the iron tools still.

This bug is not fixed in 1.21.80 even though it is in the change log

Update according to: MCPE-235149 Shift and Left Mouse click still allows to craft recipes while Player owns no recipes and /gamerule doLimitedCraftingis set to true.
