Global resources ignores data inside the first biomes_client.json file it finds in applied packs

Steps to reproduce

  1. Import

  1. and activate it in global resources.

  2. Create a new world in creative mode, use /locate biome to find the nearest desert, and teleport there.

  3. Observe the fog at the horizon across the desert.

  4. Close the world.

  5. Import

[media]
  1. and activate it in global resources. Make sure it is at the top of the stack.

  2. Open the world again and observe the fog at the horizon across the desert.

  3. Close the world.

  4. Go back to the global resources menu and move the second pack (fog fixer) so that it is below the Fog Enhancements pack.

  5. Open the world again and observe the fog at the horizon across the desert.

Expected result

You see yellow fog at the horizon across the desert in steps (3), (6), and (9).

Observed result

You see yellow fog at the horizon across the desert only in step (9).


I created this resource pack and It worked from The 2022-06-10 till the recent update and has stopped working as a global resource pack but still works if it is added onto worlds as a world resource pack.
this is not because the world prevents global resources from loading due to settings.

ways to replicate:
add resource pack to global resource packs, does not load,
add resource pack to new world resource pack will load

This pack including previous versions has had over 200,000 official downloads and I would not like a bunch of angry comments about this issue.
so please it would be appreciated if this got investigated as to why it doesn't load specifically as a global resource for worlds that allow it.

the pack provided is the same provided to all that have downloaded it already and is the most recent version.
I have checked recent updates for information regarding possibility of changes that may effect this pack and haven't found any in the last few updates that should effect the global resource functionality in such a manner.

I have also submitted 3 videos of it not working across multiple devices on Minecraft version 1.21.43 as now stated in the Comments below with more information

I can reproduce this still on the latest update after the following steps.

1 reinstalling the game and starting with a fresh install
2 updating all windows updates
3 Updating devices and graphics

Turns out that the other pack I had activated in global resources was preventing me from reproducing this issue. The packs interact because both use biomes_client.json to change fogs. I have now thoroughly tested changing the order of the packs and changing various parameters inside biomes_client.json, and found that the issue comes down to this: the game does not load any data from inside of the first biomes_client.json file that it finds in global resources.

The following pack can be used to work around the issue. It contains only a manifest and a biomes_client.json with nothing but {} inside. Apply this pack in global resources underneath the fog pack to get it to work.
