[MCPE-188845] Plank paths are not generating over water on villages

Paths made of planks are not generating on villages over water, with dirt generating instead.

Coastal village seed from the seed picker can be used to reproduce this bug.

I believe there is another part to this issue. Normal dirt paths are not getting replaced by grass blocks, as they are on java. 10% of all dirt paths should get replaced by grass blocks if I’m not mistaken.
