[MCPE-189611] Copper block group order in creative inventory is wrong

When you go to the creative inventory, you will see the copper block order goes wrong, and the exposed copper block must me the second place instead of the weathered copper block.

This is still a problem in 1.21.110.24, as the order for waxed chiseled copper is still incorrect. The weathered and oxidized variants are swapped:
