Leaf Litter can be bonemealed by Bonemeal like Pink Petals and Wildflowers. However in Java you cannot do this. This should be Vanilla Parity issue.

Shouldn't this be WAI (as it is consistent with pink petals and wildflowers) and a Java ticket opened instead?
@unknown, the leaf litter is obtained by smelting leaves, as written in the 1.20.70.20 changelog:
Leaf Litter can be created by smelting any type of Leaves block
I don't believe being able to grow a dead plant makes sense.
