Vibrant Visuals: Water surface never get obscured by fog

I am not using any add-ons or resource packs

Water surface renders through fog, which lets you see the silhouette of terrain that is obscured by fog and it also looks terrible.

Reproduction Steps:
- Go underwater
- Compare the way the water surface is visible with Vibrant Visuals enabled vs disabled

Observed Result:
- The water surface doesn’t blend into the fog, letting you see the shape of terrain which should be completely occluded by fog

Expected Results:
- The water surface would blend into the fog in the same way terrain does (that’s how it behaves with VV disabled)

I do not think a video would be of any use in demonstrating this issue
The issue is, as described, that the water surface doesn’t get occluded by distance fog.
This creates a contrast with regular terrain which does get occluded by fog, letting you see the outline of the coast no matter how far away it is from you
