All of the redstone textures, such such as the torch parts of repeaters and comparators, have been made emissive. However, the redstone block is so bright that its texture often washes out to a flat red, as in the screenshot with the beacon.
The cause of the excessive brightness is that the redstone_block_mers.tga has 64 in the emissive channel across the entire block. This is more emissive than torches and redstone torches, which have emissiveness of 38 on their lit pixels.
Activated rails also have this issue, the only time you can see the top texture of rails is when at nighttime and you are looking at somewhere else. If you look directly at them at night time, or when it is day, the activated part of them will only have one color of red.

It is even brighter than some light source block, place them togather, I can’t even see the top face’s texture of redstone block.
