Steps to reproduce
Purchase any pack in the Marketplace.
Download the pack.
In the storage menu, delete the pack.
Begin to create a new world and select the “Resource Packs” menu, or navigate to “Global Resources from the main menu.
Expected results
The pack that you delete would not show in the list of available packs. Players expect to be able to view a list of only the packs that they intend to keep or use in the future.
Observed results
The list of “Available Packs” includes every pack that you own, regardless of whether it is presently on your device. Packs that you try and never intend to use again clutter the list forever, and the list gives a confusing impression that storage is being wasted.
I deleted my resource packs, but they still appear in my world settings, even though they don't appear in the general settings so I can delete them properly again. I've already deleted the data, the cache, and even the app itself, but the packs still come up when setting up my world.

After consideration, the issue is being closed as Working as Intended.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
