Vibrant Visuals: sky light is twice as bright as block light, making surface excessively bright and underground excessively dark

Steps to reproduce

  1. Load the attached world[mediaInline] It contains an 11x11x11 white concrete box at sea level (base at Y 63) that is filled inside with level 15 light blocks. The day time is locked to noon.

  2. Use the buttons on the command blocks to teleport the player to get views of the top and the inside of the box looking straight down.

Expected results

The brightness on the top of the box would be comparable to the brightness inside the box because both are at light level 15.

Observed results

The brightness inside the box is about half of the brightness outside of the box. In the screenshots below, the top of the box (exposed to direct daylight) has average color values of about 227 209 207, while the floor inside the box has average color values of about 116 112 108. The brightness slider in video settings is set as shown in the third screenshot.
