I am running a brand-new Asus ROG Strix with a NVIDIA 5070, 32 RAM and 2 TBs of memory. I have a supercomputer. I can see the RTX packs in the Minecraft marketplace (bedrock/PC), but it says my system does not meet the minimum requirements (?!!!!). I have troubleshooted everything I can think of. Everything is up to date (game, drivers, system). I have disabled V-Sync. I have deleted and reinstalled the game. I can’t find anybody with this problem or any clear solutions. Any help would be great. Thanks

I did that. I just went through and made sure everything was correct, and I’m still having the same issue.
Does the issue also occur in Minecraft Preview? If so, could you attach a screenshot of the debug text at the top of the screen?
I am able to access and download the RTX packs in Preview. When I go back to Bedrock the RTX packs are shown as downloaded. However….. solve one problem, find another. I am able to create the world, but I cannot use ray tracing. When I select ray tracing the screen goes black. Also, I cannot enable ray tracing from the main screen. Only the in-game menu, and the RTX skins do not appear anywhere except in the marketplace. I can’t use them in my realm.
I believe you may be experiencing MCPE-230295 . If you have RivaTuner Statistics Server open, close the program completely, restart Minecraft, and then see if the black screen still occurs. You can also try launching the game in windowed mode instead.
The inability to enable ray tracing while in the main menu is being tracked at MCPE-191513 .
To use ray tracing outside of Marketplace maps, you’ll need to download an RTX pack from a site like MCPEDL or Planet Minecraft.
The windowed mode solved the problem.
This may require a new ticket, but the lighting (glowstones) don’t work when ray tracing is active. Can you share the fix with me?

Try reloading the world and/or restarting the game while ray tracing is enabled. There is a known, long-standing issue where PBR textures don't load properly when ray tracing is enabled while in a world. See MCPE-152158.
Have you made sure that the game is running on your dedicated GPU and not the integrated GPU? To check:
Go to System > Display > Graphics
Locate the Minecraft for Windows app and click on it
Set the GPU preference to High Performance
Reopen Minecraft
