I have this same issue. Same system. Windowed fullscreen and borderless fullscreen don’t fix the problem. My drivers are up to date, it’s not an overlay or a hardware issue and it started after the latest update.

I have to turn on the full screen mode to get around this. 2 new updates are so bad.
