I don’t have any video recording abilities atm. No texture packs are the cause, as I previously stated. I do have 2 texture packs that I use in worlds sometimes but trying to see if the texture packs could have been the cause, I created a world with texture packs and one without. Even deleting the texture packs from my files completely, the problem persists so it’s likely not the texture packs. (However, if you still need the names, I can list them.) All capes are affected. I’ve been having all sorts of issues with the character creation in-game and have made various posts about the other issues at other times.
I’ve had this problem on the Windows PC version back in the 1.21.121 update but recently, I haven’t had any issues. However, I do know the joysticks on controllers can get stuck and cause this issue. In which you need to pull them up to fix it. (It can also cause drifting.) However, if it’s not your controller, it could be the same problem on the PC versions. Java edition is also having the same issue recently.

Have you tired “/gamerule sendCommandFeedback true”. Just in case, you turned Command Outputs off somehow?
As of v1.21.124, I’m no longer having this issue while using a mouse and keyboard.
