Frostbites that are naturally spawned without holding ice balls in hand can still drop ice balls upon death.

• Steps to reproduce the issue
  1. Create a new world with Creative, Cheats and drop 4 2026 experimental enabled.
  2. Summon some frostbites.
  3. Kill some frostbites without ice balls.
  4. Observe their drops.

• Expected result
  The frostbites without ice balls should only drop rotten flesh.

• Actual result
  The frostbites without ice balls in hand still drop ice balls.
