I'm not sure I understand you, but the title of your screenshot suggests to me that you don't believe the highlighted item in your inventory is really an empty locator map, as the tooltip claims. I'm pretty sure it is, though, because it's yellow but plain paper is white. Perhaps you're confused because the map is still blank?
You might want to try Google Translate to give us more details about what you expected and what is actually happening.

Re description of the bug:
The tool tip for the item will appear next to the cursor but will have highlighted the item last hovered over even if the cursor has moved.
To Reproduce:
Open your inventory with something in it.
Hover over it so the tool tip appears on the screen.
Exit your inventory
Pause the game and move your cursor around, you can even use it to just hit resume game.
Re enter your inventory.
Notice how the item is still highlighted with the cursor and tool tip on a different part of the screen.
Confirmed on windows 10.
